The tactic was devised to disrupt the clinic's response to the strike. See the e-mail to the nurses from the Union advisor. Section 8(g) contemplates that the health care institution receive notice so that it can make arrangements for the continued care of patients. The tactic was contrary to the purpose and the spirit of Section 8(g).
