Interest arbitration replaces pressure tactics as a means to resolve the negotiating impasse in the public sector. Interest arbitration is common in the public sector and is less common in the private sector. If the dispute involves interpreting an existing agreement rather than creating a new one, the arbitration to resolve it is known as rights arbitration. Rights arbitration is the means to define the rights and obligations of each party under the agreement. It is very common in both the public and private sectors.
