The bubble concept is employed by the EPA in dealing with the proposed construction of plants in nonattainment areas. In these areas, all pollution is treated as coming from one source and to have a new plant, there must be a corresponding reduction in pollution somewhere in the area. This is also known as the EPA's emissions offset policy.
