Union will not be able to obtain a permit for new emissions but will rather have to buy emissions rights from others or reduce its emissions in its other plants to try and obtain the emissions capacity it needs. No new emissions is the mantra - there is the bubble concept that caps the amount of emissions and allows new plants only when there is a comparable reduction.
