The main advantage of the harm principle, when applied to questions about free speech, is that it is a very easy principle to apply.

The harm principle is a very plausible principle, but applying it can be extremely difficult. What, precisely, counts as harm? Do all kinds of harm matter equally? Are there degrees of harm? How are such degrees to be measured? And so on.

Mill believed that free speech should only be restricted to prevent real harm, not mere psychological discomfort.
