Answer to Question 1

According to the levels in the Holistic Critical Thinking Scoring Rubric tool, the critical thinking of an individual or group can be said to be strong if it consistently does all or almost all of the following:
  Accurately interprets evidence, statements, graphics, questions, and so on.
  Identifies the salient arguments' (reasons and claims) pros and cons.
  Thoughtfully analyzes and evaluates major alternative points of view.
  Draws warranted, judicious, non-fallacious conclusions.

Answer to Question 2

Beyond just being able to find or to recite the facts a successful student is able to interpret them in a sensible and meaningful way and to apply them correctly when drawing inferences and giving explanations.
