This side-by-side play called parallel play is not unfriendly but is a normal developmental sequence that occurs during the toddler period. This is not peer, adjacent, or premature play. This behavior is not abnormal, does not need to be stopped, and is not seen in school-age children.

This is when the child learns to change a situation and is what causes toddlers to use toys in the wrong way such as taking the wheels off of a truck and using them as stepping stones.
