In many developing countries, governments mandate countertrade as a form of payment for firms purchasing imported goods. The U.S. government, in line with mandates of GATT and the WTO, has a policy that opposes government-mandated countertrade, and only interferes in the case of firms that operate with U.S. government financing, or for firms with contracts with the U.S. government.
