Because of high levels of underemployment, Eastern European countries are lobbying against granting import licenses while actively supporting foreign direct investment. Imports may compete with local production, which could lead to even worse underemployment. However, foreign direct investment has the potential to create jobs. This may be found in the Employment Protection and Protection of Markets with Excess Labor section (3-1b).
