Likert scales are ordinal, not nominal. Bipolar scales involve the use of numbers with meaningful values. Because there are only two choices (candidates), the scale is dichotomous, and because the choices are people, the scale is nominal.

Because the intervals between the points on the scale are not assumed to be equal, ordinal scales cannot provide absolute measures of concept strengths.
