The Federal Reserve Act gives the Board of Governors and Federal Open Market Committee responsibility to conduct monetary policy. The FOMC meets eight times a year to make monetary policy decisions. The Congress does not play a role in setting monetary policy. However, the Board of Governors is required to report on monetary policy and actions to Congress as laid out in the Federal Reserve Act. The President of the United States has a limited role in monetary policy. The President appoints members to the Board of Governors of the federal Reserve and also appoints the Chair of the Board of Governors.
