Have redistribution programs decreased poverty since 1968? Discuss the role of program administrators and their bureaus in explaining your answer.

Redistribution programs have not decreased poverty. Since 1968 the poverty rate has been fairly constant at 13 percent of the population. While it is not clear the net effect of the administrators of poverty programs on the poverty rate, it is evident that program administrators have an incentive to perpetuate recorded poverty as it ensures the maintenance of their livelihood. Whether this, on net, has led to higher or lower poverty is unclear.
