The primary criticism of the voucher program is that low-income students, and minority students, will be concentrated in urban schools that lack sufficient funding. They will not be able to afford the difference in tuition between the voucher amount and the private school. Also, students who go to other schools using vouchers will further reduce the funding base for the less desirable schools.
