The U.S. government's policy is not to interfere with religion. Its basic position is that its obligation is to ensure an environment in which people can worship as they wish. Anyone can start a religion and proclaim himself as its high priest, minister, or other title. If a religion appears to be a danger to the public or a fraud only to serve as a tax shelter, the government will intervene.
