After the American Revolution, the founding fathers felt formal education should be the principle method used to create a uniform national culture. By instilling patriotism and teaching the principles of representative government, democracy would be successful as educated voters would make sound decisions. However, education was not universal as most poor families could not afford to send their children to school. In 1837, Horace Mann proposed common schools supported by taxes. With industrialization, political and civic leaders began to recognize the need for an educated work force and his idea spread throughout the country. They also viewed public education as a way to Americanize immigrants and stop the spreading of foreign values. As the amount of education considered necessary continued to expand, mandatory education laws were instituted. And as industrialization progressed, formal education came to be thought of as essential to the well-being of society.
