Answer to Question 1

The citizens over whom power is held grant legitimacy to the power their leaders hold over them. They do so through written laws, constitutions, charters, and other documents that specify the conditions under which someone may rule. If the populace is unhappy with how the laws are interpreted, they can replace the representatives or change the laws through established procedures. When power is achieved without legitimacy it is referred to as coercion. Dictatorships and totalitarian regimes are the best examples of coercive rule, although oligarchies and monarchies may also be coercive. Some coercive governments are so strong they cannot be overthrown and replaced, but in each of them is sown the seeds of rebellion.

Answer to Question 2

at age 35 there are as many Americans older as there are younger  calculated by considering all ages from the youngest to the oldest and determining the age exactly in the middle
