ANSWER: The system is politically based and not developed by pharmacologists. Some schedule IV drugs are
more addictive and have a higher potential for abuse than Schedule I drugs

ANSWER: Moral failings, disease, genetic predisposition, variability of drug effects based on ethnicity, gender, age;
environmental causes; self medication due to emotional and mental health problems
