Answer to Question 1

Neugarten argues that people should focus on poverty, not old age, as the key social problem in devising social policy. Neugarten's position regarding policies focusing on poverty and not age would result in Medicare being available to all people at age 65, but financial independent elderly people paying a higher cost of a premium for Medicare. Social Security could be based on need, with the poor elderly receiving larger payments and the well-to-do elderly receiving little or no Social Security.

Answer to Question 2

Medicare and Medicaid programs have gone a long way toward relieving the financial burden of health care for the elderly. However, they are not without problems. First, they do not cover all services. The elderly still pay substantial out-of-pocket health-care costs. A second problem is that Medicare is very costly for society.
