Achievement tests measure how much of a particular subject or skill has been learned by the examinees.

Answer to Question 2

Young children experience rapid developmental changes during preschool and kindergarten that cause many of them to score very differently on a test when they retake it six months later. Therefore, standardized test scores for young children have low reliability and are not an appropriate basis for making educational decisions.
