The cohesion fund provides a means of funneling economic development aid to countries with a per capita GDP that is less than 90 percent of the EU average. The initial recipients of cohesion funds included Spain, Portugal, Greece, and Ireland, although Ireland's access to this aid terminated in 2004 because its then booming economy elevated Ireland's per capita income above the average for the EU; the 12 newest members of the EU also qualify for aid from the cohesion fund.
