 The use case is really more than one use case and we are trying to force them into one. We should review our packaging and divide the scenario into different use cases.
 The use case is legitimately one use case, but too much detail has polluted the normal flow. If the details are about design and implementation, then we should remove them. If the details are sub-steps, then they should go to the sub-flow field.
 The use case is legitimately one use case, but steps can be combined.
