Answer to Question 1

False. If you change from one measurement system to another in midstream it is impossible to obtain accurate information regarding the effect of the intervention.

Answer to Question 2

False. It is sometimes okay to make a shift, however, the shift must be to a compatible measurement system that provides compatible data  for example one would not shift from time based to event based.
