ANS: B
A patient who is reported by the UAP to be choking is the most unstable and should be seen first. A patient who is requiring suctioning per tracheostomy is not a priority. The patient needs to be suctioned but nothing given here indicates that this patient is more at risk than the patient who is choking, which must be assessed first. The other patients are not a priority.
