SWOT (Strengths, Weaknesses, Opportunities, Threats) is an acronym that can be used when performing environmental scans for the purposes of strategic planning.
The other options are incorrect because they may impact planning at the unit level but not at the organizational level.

Zero-based budgets have to be re-created annually starting from zero and every request must be justified. Options A and D are a factor seen in the incremental type budget. Option C is the ze-ro-based type budget allows for changes in delivery of the service.
