What was the nature of the issues that led to the Ruiz v. Estelle case, and what was the ruling in the case? How did the state respond to Judge Justice's ruling in the case? Is Texas's prison population too large? Explain your response.

3. Discuss state responses to the ruling including the creation of new treatment programs, changes in penalties for different types of crimes, and the doubling of the size of the prison system.
4. State and defend a position regarding the size of Texas's prison population.

2. Explain how the poorest Texans pay a significantly larger share of their incomes in taxes than do the richest Texans.

4. State and defend a position regarding a personal income tax.
