1. Identify and explain the following functions: recruit and nominate candidates, contest elections and mobilize voters, organize and manage the government, mediate the effects of separation of powers, provide accountability, manage conflict and find common interests, set the policy agenda.
2. Identify and briefly explain party in the electorate, party as an organization, and party in government.
3. Indicate that most experts view parties as essential institutions for democracies.
4. State and defend a position regarding the necessity of parties for maintaining a stable democracy.

Answer to Question 2

Answer: An ideal response will:
1. Briefly trace the rise of the Republican Party and the transformation from a one-party system to a two-party system characterized by Republican dominance.
2. Define and explain the concepts of realignment and dealignment and situate the realignment in Texas in this context.
3. Explain the growth of Hispanics in the state and possible electoral consequences.
4. Explain the concept of party revitalization.
5. State and defend a position regarding realignment versus dealignment.
