1. Explain that both state and local government employment have grown considerably.
2. Explain that local government employment is over three times as large as state employment.
3. Identify education and social services as the two largest functional areas of state government employees, and some combination of social services, public safety and corrections, government administration, and utilities as the largest functional areas of employment for counties and municipal governments.
4. Indicate that the public workforce is aging and that there are high levels of turnover. Explain that public perceptions of bureaucrats, bureaucrat-bashing, wages, and working conditions can all discourage young and talented individuals from pursuing public employment.
