Article 48 was a flaw in the Weimer Constitution, which gave the president of
the republic the right to declare states of emergency and to issue decrees unilaterally
that is, without having to wait for the parliament to pass proposed legislation. Article 48
robbed the Weimar Republic of functioning checks and balances, and would provide the
mechanism through which Hitler would come to power.

Answer to Question 2

Second Reich did possess some democratic features. For example, there was
universal male suffrage and free and fair elections for the Reichstag, the lower chamber
of Germany's two-chamber legislature.
