According to the holding in Marbury v. Madison, why was the Supreme Court unable to force the President to give Marbury the position he sought?
 
  a. Congress had never given the Court the authority to act in such a manner.
  b. The Constitutional guarantee of the separation of powers made such an action by the Court impossible.
