c. Assess the various mechanisms that presidents have at their disposal for manipulating the budget after it has passed by redirecting federal spending, taking advantage of large grants of budgetary authority by Congress such as DERF, and through their powers of rescission and deferral.
d.Evaluate the overall effect of these powers, noting that the end result has been an increase in presidential authority over Congress.
