When looking at governments, it is not easy to quantify whether or not
 
  a. it is functioning well.
  b. the laws it passes are constitutional.
  c. there are enough votes to pass a law in the state legislature.
  d. the executive will veto a bill or sign it.

Question 2

Since governments need to make limited dollars go farther, why have citizens rejected so many referenda that would create more city- and/or county-centered regional governments?
 
  a. Citizens identify with their local communities more than with their metropolitan regions.
  b. They are afraid that their state funding will be reduced.
  c. They are afraid that combining government bodies to save costs will result in degraded services to the community.
  d. They are afraid of having to service the debt those other governments might have.
