An ideal response would be:
States, cities, school boards, and other governmental organizations routinely issue bonds as a way to raise funds for a project now that can be paid off gradually over time. When the government sells the bond to investors, it agrees to pay the purchaser back for the price of the bond plus some amount of interest. The money collected from selling the bonds is then used for some purpose, such as building a new school, expanding a highway, or something similar. In many cities throughout the country, city officials need the approval of voters before they can issue such bonds.
