Amendments to the original Constitution maintained the primacy of states in regulating elections, although they placed constraints on how states could exercise that authority. The Fifteenth Amendment prohibits states from denying the franchise on the basis of race, color, or previous condition of servitude. The Nineteenth Amendment guarantees women the right to vote. The Twenty-Fourth Amendment prohibits states from requiring voters to pay a poll tax. And the Twenty-Sixth Amendment prevents states from denying the vote to otherwise qualified persons aged 18 or older.
