An ideal response would be:
Redistricting is the action of a state legislature or other body in redrawing legislative electoral district lines. About a dozen states delegate these responsibilities to independent redistricting or reapportionment commissions.

An ideal response would be:
In some cases, governors need to negotiate with federal agencies for a waiver, an agreement by a federal agency to permit a state to implement a state law that would otherwise conflict with federal law.
