An ideal response will:
1, Describe the various steps of the policy process model: problem identification, agenda setting, policy formulation, policy legitimation, policy implementation, and policy evaluation.
2, Explain that public policy can be seen as the output of a mathematical equation, with public opinion, interest groups, elections, and campaigns combining with the institutions of government to create laws and regulations.
3, Note that throughout the policy process, public opinion, interest groups, citizen initiatives, and the media interact with the institutions of government.
4, Explain that the final outcomea public policycannot be attained without the infusion of political beliefs and opinions.
5, Provide a concise and effective conclusion.

The different advantages of federalism are as follows:
a) Federalism checks the growth of tyranny.
b) Federalism allows unity without uniformity.
c) Federalism encourages experimentation.
d) Federalism provides training and creates opportunities for future national leaders.
