2, Identify the institutions of government on the other side of the equation (e.g., Congress, the president, agencies and departments, and the courts).
3, Explain that when these two components are added together, as in a mathematical equation, they produce public policy (e.g., laws and regulations).
4, Indicate that changes to one side of the equation will always have an impact on the other side of the equation.
