Amendments to state constitutions may be proposed by state legislatures, citizen-initiated ballot petitions, or constitutional conventions. After an amendment has been proposed, it must be ratified. In all states except Delaware, where the legislature can ratify as well as propose amendments, ratification is by the voters. In most states, an amendment becomes part of the constitution when approved by a majority of those who actually vote on it. In some other statessuch as Minnesotaapproval by a majority of all those voting in the election is required.
