1, Explain how state and local governmental units form groups to petition the federal government.
2, Cite examples such as the National Governors Association (NGA) and the U.S. Conference of Mayors (USCM).

An ideal response will:
1, List each function, beginning with representing constituents.
2, Define the other functions, which are political participation, educating the public, building agendas, and serving as watchdogs by monitoring government programs, initiatives, policies, and the like.
