2, Describe how the president can use appointments to staff the bureaucracy with people who will vigorously enforce the president's policies and fail to enforce, or enforce weakly, the policies with which the president disagrees.
3, Mention that presidents can use appointments to increase diversity in government as a means of pleasing their constituencies and attracting more voters.
4, Identify that presidents can demonstrate bipartisanship by appointing some people from the opposite political party to their cabinets.
