1, Describe majority-minority districts as a form of positive gerrymandering. They stem from passage of the Voting Rights Act in 1965, encouraging states to redistrict certain legislative boundaries to allow African Americans a majority.
2, Explain the intent of the Voting Rights Act: to provide equal representation to minorities on all levels of government and to ensure African Americans are able to have proper representation.
