Answer to Question 1

An ideal response will:
1, Describe the various compromises: (1) Great Compromise: An agreement at the Constitutional Convention that the new national government would have a House of Representatives in which the number of members would be based on each state's population, and a Senate in which each state would have the same number of representatives. (2) Sectional Compromise: The Atlantic slave trade would be protected for at least 20 years. Article 1, Section 9, Clause 1 of the Constitution prohibited Congress from stopping the importation of slaves from overseas until 1808 . (Slave trading within and among states was not mentioned.) In exchange, it was agreed that a simple majority of both houses of Congress would be needed to regulate commerce. (3) Three-Fifths Compromise: Population would be used to determine each state's delegation to the House of Representatives, and slaves would be counted as three-fifths of a white person.
2, Explain that the amendment process, though lengthy, has allowed for progressive reform over time and give examples.
