1, Explain that brothers who had been convicted under a Virginia law for selling tickets in a lottery approved by Congress appealed to the U.S. Supreme Court.
2, Explain that Virginia claimed that the Court had no authority to review decisions by its state courts.
3, Explain that Chief Justice John Marshall wrote an opinion rejecting that argument and asserting that the U.S. Supreme Court had ultimate authority over judicial matters concerning federal law, regardless of whether earlier decisions on the matter had been issued by state courts or by lower federal courts.
