An ideal response will:
1, Define the political tactic known as the test case; groups wishing to force a court determination on an issue that is important to them will try to find a plaintiff on whose behalf they can bring a suit. Many test cases come in the form of class-action suits.
2, Discuss how interest groups often get involved in suits brought by others by filing amicus curiae briefs. This activity can be seen as a form of lobbying.
