1,Present the arguments in favor of government funding of scientific research and development, including the fact that government can support basic research that is important but may not provide an immediate financial payoff or benefit.
2, Present the arguments in opposition to government funding of research, including the perception of waste, offense to religious beliefs, and research (such as climate change) whose findings may dictate a change of behavior that is unfavorable.
3, Make an argument for which position the student supports, drawing on the ideas presented above.
