1, Describe how transfer payments are benefits given by the government directly to individuals. Examples include Social Security payments for retirees and Temporary Assistance for Needy Families for the poor.
2, Describe how in-kind benefits operate in much the same way. These benefits go to both the poor and the nonpoor. For example, food stamps and subsidized housing are in-kind benefits for the poor, while low-interest college loans also benefit the nonpoor.
3, Note that many recipients are better off after these transfers than before. Poverty among the elderlydeclined from 35 percent in 1959 to 9 percent in 2010although many of the Social Security payments go to the nonpoor.
