An ideal response will:
1, Define the American poverty line as the income threshold below which people are considered poor, based on what a family must spend for an austere standard of living (traditionally set at three times the cost of a subsistence diet). The federal government adopted this formula as its official measure of the poverty threshold in the mid-1960s and has continued to update the formula every year by factoring in inflation.
2, Though the formula was not designed to be permanent, many scholars now believe it is too little to live on because the relative cost of food has decreased compared to other living expenses.
