3, Take a position in support of one approach to regulation and explain the advantages of this approach over the other. For instance, a position in support of command-and-control might emphasize that the approach is more effective in preventing pollution and that incentives can require just as much bureaucratic oversight as command-and-control. A position in support of incentive systems might explain how this approach encourages innovation and achieves policy objectives more efficiently than command-and-control.
