Answer to Question 1

Answer: An ideal response will:
1. Explain that the free rider problem occurs when individuals can receive the benefits of an interest group's efforts without having to contribute to the effort itself. As a result, they have no incentive to participate.
2. Describe two ways that an interest group can overcome this problem, such as by providing material benefits or finding a wealthy financier. Material benefits can be reserved to those who contribute, thus creating an incentive for individuals to join the group. Wealthier financiers can pick up the tab for the entire organization, thus making the free rider problem moot as it relates to financial support.
