1. Define stare decisis as a doctrine that urges courts to follow their prior decisions in later cases.
2. Explain that courts will depart from stare decisis when it is justified, such as its decision in Brown that overruled an earlier Supreme Court case that established that separate facilities were permissible as long as they are equal.
