Bush was strongly committed to lowering taxes to revive the economy. President Obama urged Congress to allow the Bush tax cuts to expire, while Republicans in Congress united behind the notion of extending the Bush tax cuts. The issue threatened gridlock and the ability of Congress to act in time to stave off the tax increases scheduled to begin in January 2011. The issue fell to the Democrat-controlled lame duck Congress in December to resolve.
